SUNGAI TUTONG EARLY FLOOD WARNING SYSTEM

CLIENT: PWD - DRAINAGE SECTION

                MOD - ENVIRONMENT UNIT

In application of “La Nina” flooding through October 1998 to March 1999, IEC proposed an Early Flood Warning System be instigated for the Country commencing with Sg. Tutong.

An Overview Flood Study was undertaken using Stormwater Management Modelling (XP-UDD), field investigation and history of the river from local residents.  This provided the basis for Hazard Assessment and Floodplain Management incorporating the Early Warning System, hazard control and capital works improvements.

The Early Warning System uses electronic sensors for upstream river levels which are conveyed via telemetry to control rooms at Bukit Barun and to PWD-Drainage headquarters. The system provides lead times of 12-15 hours for downstream kampongs and up to 25 hours for Tutong township at the bottom of the catchment. Daily reports predicting flood levels for 13 locations can be provided by PWD Drainage Services.

Flood hazard control provides mapping of flood liable areas, identifies danger levels for vehicles and pedestrians, and suggests flood response strategies.  An overview of Floodplain Management and capital work to reduce flooding impact are also provided.
